since the smell of fuel is throwing me off. 100K and 5 years ago, not long after buying the car, I put some sealant on the fuel pump plastic bracket since it was leaking and smelling like fuel.

That would get me checking that for a leak. Loss of pressure would fit your running symptoms perfectly

A friend of mine recently had an issue with is sons S60 and a fuel smell, especially when the tank was full. They found the top of the fuel pump was cracked.

Idk about 2004 XC70 but my 2004 V70 has a PEM sitting above the metal fuel tank.

strange, my 04 v70 has no pem.
fuel pressure has to be read with an analog pressure gauge.

ecm doesnt report fuel pressure with vida.

This is a strange one on the PEM. When I check a Volvo parts site it shows a PEM on 01-07 XC70's. However, I take this with a pinch of salt as I have found these wrong in the past. If they don't have a PEM, do they have a fuel pump relay like a P80?

Sorry, but I am now more confused than ever (not hard!). So there is a fuel pump relay on the CEM and a PEM? What the heck is the PEM's purpose then? I do seem to recall reading something about a fuel pump relay on early P2's that were on the CEM, but I thought that went away with the introduction of the PEM.

I feel your pain. I will only say I looked long and hard for a PEM in every location mentioned in every thread I found on my 2004 XC70 with plastic fuel tank. Never found one. Did the epoxy patch for the cracked/leaking fuel pump top with good result. Eventually replaced the pump when the weather warmed up. No problems since.

Glad you found a solution for the issues. Very frustrating indeed. We need to get this issue of the relay PEM properly documented for years and possibly the metal/plastic tank difference that may or may not influence the fact if they have one or not. Possibly the PEM came with the 2005 change over, but as it is hard to figure vin #'s when you don't own a car of a certain vintage this may be a challenge!
