It has similarities to an early 1960-63 Opel Record/Kapitan. But the front does not track with what I found. So yes you have me stumped.
I think there was also a Russian copy of that car made, but no idea what it would be possibly a GAZ?
I'm confused (more than normal) as the 2 cars are not the same model. The fronts are different.

Simca Esplanada, much loved in Brazil, production continued for a while after Chrysler bought the marque. Over 17,000 built '66-'69 or so.

France bought the rights to the Ford flathead V8 and continued production for decades, mostly in military equipment and stationary applications, but...
...it was used in the Esplanada with a set of French copied Arkus-Duntov OHV conversion heads.
