Cruise Control, 850 '95 manual gearbox

Volvo 850 with manual gearbox, I checked the forum but didn't find an answer. Where does the Cruise Control unit get the information that it is in gear and not in neutral?

When you declutch the cruise will drop. If you bump it into neutral without the clutch it will get ugly

While driving, I put the car in neutral and then activate cruise control, what happens?
In my non-working Cruise control I checked all components and they are all working. Maybe this is a clue?

Engine RPM will increase as the speed decreases if you pop it into neutral while moving without using clutch. Not recommended...
