Terrible Gas Mileage

I am only getting 16 miles per gallon on my 1993 Volvo 850GLT. It is supposed to get more around the 20-30 range. Can someone tell me what the problem probably is? I am guessing it is an old part that needs to be replaced?

Is the check engine light on? When was the last time the plugs, wires, distribuator, PCV, fuel filter, and Air Filter has been changed. Has the throttle body ever been cleaned? Are there any loose or rotted vacume lines?

'96 854 - died an early death with 184K miles. Killed by the front end of an LTD on a suicide mission (T-boned and both cars totaled).

I brought it to Volvo a little bit ago for a checkup. They replaced from what I know the fuel filter and spart plugs, as well as wires and some fluids. I am not sure what else they replaced.
