2000 XC70 - Fuse Blowing - Really Frustrated

:cry: 2000 XC70 - The 11B/1 (15 amp) fuse in the main fuse box (box also contains 60 amp fuses and relays), the first fuse next to the starter relay keeps blowing. When it blows only the electronic door locks and the alarm system are functional. Everything works when the key is in the accessory mode. Only blows when the key is turned to start. I had an independent repair shop look at it and they replaced the wire from the battery to the fuse box, the starter relay and the starter switch as well as looking for shorts. They said that it probably was one of the computers (engine or transmission) or the wiring harness. At that point I brought it to my Volvo service department. After two weeks looking at it they replaced the battery and starter switch again and basically it would be trial and error. Next they wanted to replace the starter and if it wasn’t that they would replace the wiring harness ($$$). At that point I put the car in my driveway where it’s sat for about two months now. Doesn't start most of the time blowing the fuse each time. I've been told that the starter can't blow this fuse - Does anyone know if this is true or should I replace the starter. I'm at a loss, invested around $1,300 so far. I’d like to keep the car but there is a point of diminishing returns. Any help is appreciated.

A quick check would be to remove the starter relay and see if you still blow the fuse when you turn the key to the 'start' position. If you do, then it's something else...if not then the starter relay and/or solenoid would be where I'd focus next.
