S40 2004 turn signal issue

I have a 2004 s40 and the right turn signal is blinking very quickly. none of the turn signal lights are actually out but the front right signal will not actually blink. All filaments in the light bulb appear fine. We could not figure out how to get the light bulb to really look at it. Any idea what the problem is and how to fix it without having to take to dealership?

You probably have a bad bulb or a bad connection.

This is how to take out the turn signal for the early 2004 model:
