volvo v70 1999 tickover too fast

how do i adjust the tickover on 1999 v70, petrol, as it is too fast, (1400) and also how do i increase the revs of the choke as it is too low?(6-700)
can anyone help please?

The idle speed is factory set at about 1000 RPM and the screw is painted to secure it. It is not intended to be manually adjusted as this will alter the emmissions.

I think you have more going on than a simple adjustment will cure. Are there any codes (check engine light on)?

Maybe someone else with experience with this problem will comment.

Quite a few things can cause fast idle including a disattached vacuum hose or gunked up throttle body. Or the idle control valve.*

* This url is just for example, as it's for a 1997 model. Also, I don't have any firsthand experience with this part, just from what I've read.
