I cannot find any other entries here in the forums about a kit to install child restraint tether anchors. We have three small children, all in car seats, and the other day the seat belt latch stopped working (buckle always slips out). Anyway, the owners manual mentions having the dealer install tethering anchors for use with child safety seats. I called our local dealer and neither the parts dept. nor the service dept. could tell me anything about this kind of kit. Has anyone else here on the forums ever heard of this kind of kit? Or maybe even had one installed? I appreciate any feedback on this as I would MUCH rather use a tethering system than the actual seat belts. Using the seat bets seems to be very hard on the latches especially when I really bear down on the belt to get the seats secured firmly.

The "Child Saftey Guard Anchor Kit" is Volvo part #9475766
Interesting that when I did a google search for this, I found this:

Given the proper name and the part number for the kit, your Volvo dealer should be able to look it up as well or you could email or call http://www.fcpgroton.com and see if they could get it (they should be able to because they're also a dealer).
Ah...better yet, call and talk to Jamie or Don at Darrell Waltrip Volvo (Franklin, TN)...at (800) 689-0021 Their prices are typically better than FCP even with shipping.

I finally did contact my local Volvo dealer about this kit. Unfortunately I have been rather disappointed with them regarding this ‘child restraint kit’. I’ve decided to keep a long story long just so anyone else in my situation won’t have to go through it, as well as to vent a bit.
Anyway, so one day I am installing a child seat and cinching down the seat belt in my 1998 V70 T5 when the belt pops out of the catch. I tried again several times with the same result. I need three seats installed for the kids so of course I had to swap cars with the wife and install the three seats in my 1991 740 wagon. So we swap cars, this was about 6 months ago and I start looking into getting it fixed. I didn’t want to replace the catch because I figured it would be too expensive. So I started looking into the kit mentioned in my original post above. I called the dealer and after a bit of difficulty trying to get him to understand exactly what I needed he did some research on the kit and called me back in a day or two. He told me it was available for the 98 V70 but not the 91 740, and would be 120 installed. I wanted to be prepared for 120 x 3 so I asked him if it covered all three seats or just one, he told me it covered all three. So when I finally got some time and motivation to get this done I called him back and told him to go ahead and order the kit.
2 weeks went by with no return call, so I called him. Of course he said they were in fact in and apologized for not calling me and we set up a lunchtime visit for the next day. So I go up there at lunch and leave the car with him. First thing he tells me is that the kit is actually only going to cover two seats, not three as he originally told me. I thought it was no big deal since it would still cover the seat I needed fixed. So I walk across the street to get some lunch. When I walk in the shop after eating he sees me and says that upon opening the box there was in fact only one kit in it so they installed it on the drivers side. He said it wasn’t hard to install so I asked him to swap it to the passenger side seat, which had the broken catch. He agreed and within 10 minutes it was all set up. I went out to inspect the installation and found that apparently the kit included only the tether attachment and not the two anchors that would have been installed under the seat back. Since first talking to the dealer and explaining to him why I wanted the kit, I assumed that the kit would also include the lower anchors, hence my need for it since the catch was broken.
So I go back in the shop and ask him about the kit, he says that yes it is just the tether anchor but that using the tether will make it more secure than just using the seat belt. So I roll my eyes to myself and show him how the buckle pops out of the catch every time. He tries it himself (and in the process breaks off the ‘child seat’ feature of the buckle, and doesn’t seem to notice at all of course). He seems baffled that it pops out and doesn’t know quite what to think, all the time I’m trying to hold my tongue to keep from saying “dude, I told you from day one the stinking buckle is broken, that’s why I needed an ‘anchor’ kit in the first place”. All he has to offer is taking me back to the parts guy and getting the price for a new catch ($90).
I almost forgot, when I expected to pay for the installation, he tells me that they will just leave the ticket open until they can get the other kit in and install it for me. Which I don’t mind, it’s just a hassle to get over to that side of town again. One other thing I might mention – I asked him to price three sets of those little plastic ‘rivets’ that attach to the upper part of the seat belt to keep it from retracting too far in to the seat when folded forward, all three of mine have broken off. He looks on his pc for a bit and tells me that you cannot order them individually, but that I will have to order a whole new belt assembly at $190 each. (I later called the parts guy and he ordered the parts for me, of course still expensive at $5/pair, but much better than $190!!!)
Ok so now I am stuck with a seat I still cannot use, a return trip to the dealer and a $20 bill for three tiny little pieces of plastic.
But the story doesn’t end quite yet. We needed to use the V70 for a short road trip on Sunday, which now looks badly since the belt still does not work. So the engineer in me prompts me to remove the broken belt catch and see if it can be repaired. After removing it, it is very apparent that the reason it won’t hold the buckle is a little pivoting metal piece is sticking. So I grease it up a little and it works just fine. I reinstall it and we make our trip as planned on Sunday.
So now I spent 6 months driving my kids around in the older car, a $100 bill for two tether anchors I really didn’t need and a very bad experience with a ‘dealer’ who seems awfully ignorant of the vehicles they are supposed to be expert in. Oh and I must also mention the brown recluse they left in the car for me to find just as I we left on our trip. (I am sure it dropped off one of the pads they use to keep the interior clean while they work). And of course the little bugger got away from me and under the carpeting. So now not only do I have a bad Volvo taste in my mouth, I also have a poisonous spider wandering around the cabin of my V70.
Anyway, the point of sharing the story is 1) this ‘anchor kit’ is ONLY the tether anchor and 2) if your belts are popping out of the catches, just take them out and give a good lube job.

Or if you prefer you could go to your local Volvo dealer and pay three times as much to have then screw it in (the bolt holes are pre-drilled even).
