Which wire is that? Sorry, I've never worked on a Volvo before and there are a *ton* of wires in the steering column.

The cigarette lighter wire should be switched. It has orange colour. It seems according to the elctrical wire diagram that no switched wire is connected to the radio in origin, just two black wires with constant feeding connected to the same fuse #32!
