1992 940Gl Fuel Mix too rich?

Just passed the state inspection. However it barely passed in the fuel mixture at idle test. Is this a timing issue, a tuneup issue, or something else? The car runs great at highway speeds and i have not noticed any starting problems. The tailpipe is a little black compared to in the past. Thanks.
