Try wiggling the steering wheel back and forth. Squirt some WD40 into the keyhole. Run the key in and out several times. If that doesn't work you can try forcing it on past the sticking point, which might work or might twist the key off. If none of these work, the only solution is to replace the lock.

This is one of the many issues that I have had with my '02 s60. The ignition switch (the place the key goes) was broken. I got the part from the dealer, it came on a slow boat from Sweden. They have to be special made for your key with the VIN number. It was an absolute pain in the rear to change on your own. I am not sure how mechanically inclined you are. I am a mechanic and it was absurd. If this ends up being the problem, be SURE you are up for a tedious and frustrating task.

Coded lock cylinder for your car is part number 31253385. They take 7-10 days to get here from Germany and include new shear screws. Installation of this part was designed by the factory to be very difficult to remove. It is a lock. Most difficult part being you have to drill out the old cylinder.
