I finally found a thread on Reddit about this issue where the owner actually reported back after finding the solution. His battery had died so he jumped it and then the "Start Prevented, Try Again" popped up. He replaced the battery and the RF antenna ring and still no luck. The final solution for him was to have the CEM reprogrammed. Apparently trying to start the car with low voltage had caused some issues or corruption of the program. In his case they were able to reprogram the existing CEM without requiring a replacement CEM. He reported a cost of $280 for the reprogramming from a dealer (in 2021!). I'm a long ways from a Volvo dealer so if I do run into this problem I'll likely be contacting Total Auto Tech (datatransferring.com) to take advantage of their online services.

Do you have 2 key fobs for the car? If so, check their batteries are good. There is also a problem with the transponder chips in the fobs that fail. They can be replaced but you need a dealer to program them as well as a new fob as they need a code from the packaging to access the system.

I took delivery of the car yesterday, it had been sitting in a pasture for a couple of months and the battery was almost completely drained. I pulled the battery and set it to recondition on my charger. After the recondition the multimeter reported 12.4 volts. I reinstalled the battery and tried to crank it but still got the same message. I pulled the battery and put it back on the charger to maintain it and the charger showed the battery at 40%... So a new battery is now at the top of my list.

I'm waiting to get my DiCE and VIDA from David (https://diaglaptops.com/wp/) and I've reached out to yagger & doublebug who, it appears, are the same folks as https://www.datatransferring.com/ Once I get the DiCE cable they are going to help me troubleshoot/diagnose the problem remotely. At this point I'm still thinking I have a corrupted CEM. I'm hopeful we can solve the issue with some reprogramming but I may end up needing to pull the CEM and ship it off. I'm just waiting for now. I'll update the thread when I get more info.

I had a MK3 golf GTi 16v and I took the engine out and put it in a MK2 golf. To do this I taped the transponder chip into the ignition ring barrell to get around the immobiliser issue. If you're willing to hack the key / fob apart you could do that to test it somehow and see if it works with the chip in closer proximity to the barrel ring?

Apologies if this is not helpful - just sharing previous experience 😅

I have had the 'start prevented' message once on my V70 but tried a few times and it worked. Not happened again since...

It was the key. Somehow the dead battery caused issues with the chip in the key. I ordered new blank ID48 chips from UHS-hardware.com for $3.50 each (I grabbed 4 because they were so cheap) then doublebug aka TotalAutoTech aka datatransfering.com aka a2zautolocksmith.com connected to my car remotely using Team Viewer 11 on my laptop (it has to be Team Viewer 11) and my DiCE cable and he was able to program 2 new chips for me in a matter of minutes for a price of $100. He made sure the car started for me and emailed the invoice afterwards.

Working with doublebug over the phone was very easy and he was incredibly helpful. I would call him to let him know what I needed, then he'd ask me to call him back at a certain time with my computer and cable all setup. Once he connected to my laptop he took over and gave me simple instructions on what to do. 5 stars, would use again. Additionally he quoted me $180 for a full reprogramming of CEM to ECM and keys if that was necessary (I would have had to ship him the modules and keys) luckily that was not necessary for me but it was a very reasonable price (especially compared to Xemodex pricing).

Now I get to work on the fun restoration type stuff on this car and get it caught up on maintenance. Looks like replacing hubs and some bushings are in my future and some basic tuneup work. Plus replacing all the broken interior trim pieces and trying to restore the leather seats. (PCV is working properly so that's a plus!)

Anyone know can yagger/doublebug provide services if you have a JLR Mongoose Pro, or does it have to be a DiCE?

what a great resolution, my car would have gone to the junkyard rather than deal with elec computer problems.
