Has it been registered (license plate) in PA or any state in the US?

That I am not sure of. It was a dealer in PA so I am not sure if it has been registered. It will be here this weekend so I will check

One thing to check is what engine is it fitted with? I believe in North America the 850R came with a 2.3 liter 5 cylinder, but I know due to tax laws in some countries they may have been fitted with a 2 liter 5 cylinder engine (I believe Italy may have done this for example). I don't know what Japan had. If it is a 2 liter engine then this may be a bit of an issue as that engine was never imported to North America so it will not have been certified here. That will definitely be an issue.

The vin says it's a 2.3 so should be no issue there

Well that is good news. Check the engine ID (Ie. B52XXZ) and compare to a US CA compliant one. If they are the same, at least you have an argument that from an emissions perspective they should be the same.

Again, as it is over 25 years old there are, I understand, allowances for emissions targets. See if they can test it and if it comes within the allowable range?

As a 1996 it’s going to need a CA emissions sticker under hood or else it won’t pass smog. If it’s got a federal sticker coming from out of state I think you can get it through but if there is no sticker it’s a paperweight in CA

The vehicle without federal sticker may still have some value in the Wild West states that do not have smog inspections or any vehicle inspections. Hint - a state in the middle that starts with OK.

Wyoming, ... and some Colorado counties are very relaxed on emissions.

Most every state will let you slide on emissions if it’s already registered in the US

CA will not

Car has arrived. I do see PA inspection stickers and I have a temporary PA plate with it. I do not see any sort of emmissions sticker under the hood though. I will be taking it to my dealer this week and I'll talk to them about it!
