The tape goes over the outside of the lines, to keep dirt, water and debris from getting into the seal area between the connections on the filter and the lines. To replace the filter, you remove the tape and then you disconnect the lines. I haven't had any trouble with interference, and the tape saves a little time cleaning off the lines and seal area.

Tape is not on the pipe connection, it is over the joint to keep dirt out.

Clarifier..you don’t want tape touching the orings, that would mess things up badly.
Once you have the job all done and filter installed and leak checked , you just wrap the fuel line and snout in paint tape as Neil wrote above
Another addition …I think it makes sense to silicon spray both sets of o rings when you do this job. That makes the slippery and stops them from rolling and possibly getting out of position . Just give a snot into the open pipe before mounting the new filter
