There is a specific drive cycle to reset the monitors.

check with your state - there are vehicles that are notorious for not having the OBD monitors to read as ready and are on a list of cars to be tested via alternative means or exempted altogether.

for example:

my '98 was exempted in feb '08(due to the battery having been replaced in ~nov 07).
