Brake recommendations

Not sure about how turning the VW rotors would be. I know on a Volvo I would just get new rotors rather than turn them....turning them tends to thin them out and the warp will return. I guess if you have nothing to lose, you could turn your rotors and if that doesn't work, then get new ones for your VW.

Is it possible to just put OEM pads on the rear and use some ceramic pads on the front? The brake dust on my S70 is unreal...and I'm really light on my brakes.
Mopar makes a product called 'Brake Dust Inhibitor' that I might give a shot. Sure beats cleaning my wheels every week at the coin wash.

Try Akebono pads...people have good things to say about them and they don't create the dust that Volvo pads do.

PBR ceramics are fine as well as NAPA's. The Volvo pads are better IMO. The PBR ceramics will put out a about the same amount of dust as the OEM's but with a little better feel. This feel improves in large increments when coupled with slotted rotors.
Apply the silicone grease liberally with the PBR's or NAPA's. You will need to do it again in 20k with either. The OEM's will go without squealing until they are toasted.
Funny that no one mentioned the brake fluid? The most important thing considering the age of the car IMO. Especially since you are considering new calipers. ATE super blue makes it easy. Use a pressure bleeder or borrow one.

I did exactly that, Akebono's up front OEM "made in India" pads on the back, I really like that setup, excellent stopping power, smooth braking, and very little dust. I haven't touched my rims in a couple months and they still look pretty good.
