WOOT WOOT!!! success! I called up like 4 volvo dealerships and volvo usa. 3 of the 4 told me. no vin no code. the last one I told my story to was more than happy to help me.
Told him I pulled it from a auto yard didnt get the vin since I didnt know I needed it. but I do have the radio serial number and part number. and that I just wanted to try to keep my volvo original. he totaly understood said he likes them that way. gave me the radio code 6153 *posting it here so I never forget it lol* and that was that. lol when in doubt, try try again. the guys over at Ocala Volvo here in FL must be nice people.
EDIT - BTW, if you guys need a part and are in FL. try A to Z. 3116 Overland Rd, Apopka FL. Ask the guy for what you need, usually he can tell you if they have it or not so you dont have to go out there and look. all the volvos they have currently have tan interiors... *which is a bummer for me*
just got a grey 850 in last week... *I took radio, trunk seal and license plate holder* everything else is still in it. and for the most part, in good shape.

2000 Volvo V70 XC AWD Cross Country silver to parts car to restore yours.
Instead of going to a junk yard contact me and come get a 2000 Volvo V70 XC AWD Cross Country silver to restore yours. You can have the entire car if you come get it. Do you know anyone close to wheeling, WV that would be interested in it to use as a donor for parts to restore their V70? It will need to be towed ASAP. I can't hold. First one here, it's yours. Just come tow it away from Wheeling, WV. For the age and mileage the body is in pretty great shape. Think of all those hard to get pieces and parts like the tail gate lifts, sensors, volvo center wheel hubs, front grill, cargo shades, leather heated seats, tiny headlight wipers, radio, glass, lights, etc that a 2000 V70 XC AWD Cross Country would have. Would save you lots of money even after towing it to it's new home! Been sitting almost since I bought it last year, so I didn't switch the title from the state I got it in to WV. So only have title from the other state. We can discuss details If you're interested. Sure hope someone can use it without a title and will come get it. I have pictures. I really hate to have it scraped or crushed.
