1999 V70XC rear cam seal leaking

I have a 2000 V70XC with the same odd setup. I just did the rear cam seals and when I took the black plastic cam plug off and looked at the end of the cam, front one towards the radiator, there was no seal at all. I put one in and the seal fit perfectly. Please tell me there is supposed to be one there!
