Actually I replaced my front pads and rotors last year. The pads are probably made of the newer material described in this article about how to treat brake dust. I thought it probably takes time for the pads to worn-in. The rear rims aren't even heavily coated like that.

What pads are you running?
It doesn't take pads very long to "wear in", certainly not more than a few hard stops.

forgot which pads I'm using but must be inferior grade. I'm able to rub off the deposits with my shoes, and you can tell how much rubs off. It's almost like I'm braking with sandpaper. lol
