I have a 2001 xc70 and I am also getting smoke from the oil sipstick at idle. no oil on the valve cover or anywhere else. Im wondering if its the small vacuume hose from the intake manifold to the catch box that might be plugged.
Has any one consired replacing the rubber hose / elbow with a pre 2000 elbow and adding a vacuum line directly off the catch box ?

If you still have the PCV tank off the car attach a 5/8" I/D hose to the lower port in the engine block where the PCV tank connects, try to blow through this, if you can blow through it and hear bubbling the port is clear, if you can't then it is blocked.
You can see why it is difficult to clear the oil drain port in the bottom of the sump when you look at this picture, the red arrows show where the PCV oil drains back to the sump:

Is this the drain or the pvc vacuum side.
Since i did the hose, smoke vapor from the dip stick is almost gone.
I'm thinking about adding a aftermarket catch can.

The picture is the oil drain port from the PCV tank, it starts in the engine block then continues down to the base of the sump before turning upwards it is this upward portion that blocks and isn't possible to clean out working through the port on the front of the engine - Mike

As I said earlier connect a 5/8" diameter pipe to the lower port that the PCV connects to and blow through it as this is the easiest way to work out if the oil return is indeed blocked, if it there are a few things you can try to clear it out before resorting to dropping the sump.
I rodded the port out all the way to the base of the sump using some 1/4" clear plastic pipe, the carbon and sludge gets pushed in to the bore of the pipe as you feed it down in to the port, cut off sections of the clear pipe that are blocked and keep repeating until it comes out clean. At this point repeat the 5/8" hose and try to blow through it, if it is still blocked spray a load of carb cleaner down the oil drain port and leave it overnight, if this clears the port change the engine oil as the carb cleaner will be in the sump, well worth trying rather than taking the sump off - Mike
