As funny and odd as this may sound, 🤣 confirm your brake lights are working just fine, if No, then you have an issue with your brake sensor. Had an issue with my 02 S60, couldn't shift from park less I disconnect the battery and take it to N before starting the car.
Changed my brake sensor and issue gone.
