If something IS shorted the circuit will be taking more than its fair share of juice through the fuses.

Place your ammeter in Amps range (some meters also require you to place the positive lead in another terminal of the meter)

You can narrow down which circuit is taking too much current by simply removing the fuse to that circuit and completing the circuit with your ammeter. If the circuit is drawing more than 10A the glass fuse in the ammeter will blow but then at least you've found your failed circuit.

Also look for normal readings like this:

5A fuse 1.5-3A current draw
7.5A fuse 2.5-4A current draw
10A fuse 3-6A current draw
15A fuse 5-9A current draw
20A fuse 6-14A current draw

Measure the 20A fuse draw LAST in case they blow your meter fuse
