1+,

Don't replace the relay. Jump it first. If after the jump and the engine starts, then the relay is bad.
Option:
- Fix the relay using radio Shack capacitor, see thread by Ozark Lee.
- New relay is about $45.

Info on jumping fuel relay socket (#15 and #87) is below:

I had that on my 850.

My solution was to blindly replace the fuel relay and FUEL FILTER. I am 80% positive that my fuel filter was the culprit.

There were no CEL on mine, so after replacing that filter and relay the problem disappeared.

I've just dealt (I hope!) with this on my 1998 S70, same engine (B5254T). The only fault codes mine would ever set (and it didn't always set any) were for the turbo control solenoid and occasionally a pending "system too lean" (P0171 from memory.)

With the MAF meter unplugged the car would always start and run OK, and it got to the point where I just had to leave it unplugged. Replacing the turbo control solenoid appeared to work for about a week, then it was back to the same behaviour. I replaced the MAF with a cheap one from eBay which got rid of the sudden random cutting out but ran way too lean and set the P0171 every time... this week I replaced it with a genuine Bosch MAF and things have been fine ever since, fuel trims back within normal limits.

If you can read your fuel trim data you might gain some more insight into your problem...

Well I just replaced the filter, and OMG, I don't think it's ever been changed, 167K. The reason I say that is the ends of the hoses where they connect to the filter where still wrapped with what looked like masking tape sprayed over black on the outside. The tape had never been disturbed, torn or crinkled up like when you push the ends of the hoses to get them off the filter. This is kind of hard to believe actually because this was a 1-owner vehicle when I bought that had been well maintained. The only number on the filter besides the Bosch number and Volvo number is a little 957 inside a circle. Is that the date code, and if so, does anyone know how to interpret it? I got another relay yesterday from a 99 V70 at the scrapyard, so I'm going to either jumper it or put the other one. I'll report on results. Thanks.

The filters are good for 100k, so it isn't crazy that it hasn't been replaced. I hope that it is the source of your problem, of course,......but........

It was the FP relay. After replacing the filter, I still got a couple little hiccups while driving. The next time I went to drive the car, it started and ran for about a minute in the driveway, then died and wouldn't restart. I immediately changed the FP relay and haven't had an issue since. Drove over 100 miles the first day and about that again yesterday.

Make a jumper wire with fuse. Keep it in the glovebox, in worst-case situation, use it to jump the fuel pump to get home.

Even better: for the price of a jumper wire with fuse, you can just keep a spare FP relay in the glove box. They are like $5 at the junkyard.
