Go used. I wouldn't waste your time cleaning the throat of the throttle body or checking the connector. It's dead, you've got an ETS light. The throttle cleanings were just an excuse the dealers used to say they tried to do something. A slight oily film isn't going to cause any issues.
If you get one off of a non-turbo vehicle, it will work with no programming. 99-00 S70/C70/V70/S80 will work. Even some early S60s have this Magnetti-Marelli ETM. As long as it looks the same as yours and is on a non-turbo car, it will work as long as it's not already failed. Proof? I am running a 99 S80 ETM on my 99 S70. No programming required, runs like a dream.
Do not get a used ETM from a turbocharged Volvo. That will require expensive, needless programming at the dealer. They only require programming when you switch turbo to non-turbo, or vice versa.
You can usually pull these from the junkyard for $30-$50 and sometimes get thousands of miles out of them. Just look for a yellow label unit and it will most likely work, especially if the car was wrecked. It will fail again eventually, but that could be 60,000 miles down the road, or 15,000 miles. Worth $40 either way? You bet.
ETM failure is not the end of the world nor as costly as most think, as long as you can remove 4 bolts and unplug an electrical connector. There are plenty of salvage units to go around that have tons of life left in them.
PS: If you find a 99-00, pick up a MAF sensor too. Always nice to have spares around for when these things fail, instead of having to wait 2 days for a part to arrive when your car is dead. I have a Volvo drawer full of MAFs, ETMs, window switches...etc. Very helpful.

Thank you Burnout, most helpful! I agree, the yellow lables tend to last a very long time. Plus, there are always 'extra' parts at a junk yard that can be most useful, but like a box of chocolates - you never know what the insides are made of.
