I found instructions that said the allen hole ("eccentric") should be at 6-8 o'clock too, but when I set mine it was like yours and like this picture, at about 1 o'clock (if I recall correctly).
The method I remember reading in a few places was to turn the allen clockwise so that the indicator went past the adjustment window, then bring it back into the window, hold it there while tightening the nut.
