I believe you can easily find EMPI kits in the U.S.
EMPI have no kit available for manual Volvo. I checked.

That part number is not correct. Picture clearly shows there is a different between the outer boots, one have a hole 33mm size, the other 24mm size. In fact, 31256237 is posted on the first picture, it is the wrong boot for the manual application.

I understand you're trying to help, but giving out wrong information will cause the OP to get more time and money wasted.

Wow, I think you're being a bit overly accusatory here.
First of all, I've used an EMPI boot kit on my manual passenger side AWD axle. So it most certainly did exist. It's possible they discontinued it if there wasn't much demand.
Second, the part numbers I provided are incorrect? They are the ones that Volvo notes for manual turbo axles and also what Skandix lists here in Germany, what several parts suppliers in Sweden list as well. They all note that the outer boot is the same for manual and automatic.

OP doesn't have an AWD vehicle. While AWD cars might uses the same parts as FWD cars, this shaft isn't one of them.

LOOK at the picture and tell me that boot with part number 31256237 is correct for OP's shaft.

Parts catalog could be wrong, it won't be the first time. It's also possible Volvo supersedes all thicker manual shafts with small shafts and send the info to all cv boot makers.

Yes I can see the picture - you don't need to imply that I either can't see or didn't bother to look.

There was never a designated difference in the boots for AWD vs. FWD and the turbo manual driver's side axle is the same for 1998 across the C70, V70 turbo FWD and AWD.

All I can say is to try the kit part number 271827 and see if that's available which should come with the inner and outer boot for manual turbo axles.

This is the Empi kit I used on my manual turbo axles:
