1995 Volvo 850 GLT-- AC Question

On my 850 the AC temp gets colder after a few minutes of higher speed driving.

Now I have to figure out how to remove my rear bumper, as I need to put a plastic piece back into the car frame.

The local dealership (always the priciest) said it would be $276, not too enthused, so I'm thinking about doing it myself, if possible.
