I also redid the compression and leak down tests right away after shutting down while the motor was still hot.

I'm also reading that 20% seems to be a cut off for acceptable leak down results.
It's looking more like I'll have to pull this head.

How are you sure you're burning coolant? Is the level going down?
Is it possible that all you're seeing is condensation?

Mostly by the white smoke and smell. The level doesn't seem to be fluctuating however, I haven't been driving the car. It's been run 15 minutes at a time or so to get up to temp inside my garage. All four plugs seem to have a white tint. After talking to the machine shop that did the head work, they verified that the head was hot tanked, resurfaced, pressure tested and vacuum tested.

I let it idle for about a half hour and then took it out on the road. There were huge white clouds mostly under acceleration.
The coolant level did drop a bit.
The coolant combustion gas test is coming back ok and there is no bubbling in the reservoir while putting pressure to each cylinder at TDC.
None of the tests seem to point heavily to a head gasket other than the #2 cylinder compression and leak down tests being a little poor.
This really has me stumped.

Maybe it's something else.
I wonder if it could be worn valve seals or a plugged PCV system.
I know you say it's white smoke, but have you investigated for a possible PCV blockage?

I haven't checked the PCV system yet.
This will be on my list for tomorrow.
The valve seals were reported to be new.
Another thing on the list will be to check on the oil return line from the turbo(it's super crammed in there on these cars). I'm reading in some other forums that improper oil drain back can cause some weird issues with turbos.
