I've seen that tool before, it looks nice.
Problem is the $35 it costs in the US will quickly triple with shipping, customs (plus customs handling fee of $25) and 25% value added tax before it reaches my door step.
I'll try to make my own tool first, at least I can bring the locking ring I got from Erik with me when I go to a hardware store the next time. Hopefully my worries regarding the ring having been off the tank for so long will be put to shame.

That Schley tool is definitely the right concept:

It looks what I had in mind when I was going to make one from a pvc fitting, piece of pipe or whatever. It would be fairly easy with a piece of stock the right diameter. Just set it on top of the ring and mark off the tabs with a Sharpie. Then set your table saw blade to about 1/4" height and, with safety glasses in place and keeping the fingers clear, make the cuts.
A hole could be bored across the diameter of the pvc fitting to slide through a breaker bar handle, long screw driver, etc., for leverage.
Another option, which is what I use is this oil filter pliers from Harbor Freight:

For both oil filters and fuel pump rings I'll rate this about 90+ % effective—not perfect but usually gets the job done. I can think of one ring that I could not loosen with it and hitting the vanes with a screw driver didn't budge it, just broke off the vanes. Fortunately, that was junk yard car so I just left it.

You can use a channel lock pliers, just zip tie both ends so it is tight, then use a screwdriver and turn the channel lock pliers.

I left the ring off our S70 for about ten days and had no problem re-installing it. I wiped the ring threads with a tiny bit of petroleum jelly and then wiped it off with a paper towel leaving as little residue as possible. I fail to see how exposure to humidity or whatever would cause the threads to swell.

The warning in VADIS under the instructions of how to replace the fuel pump just reads: "Caution! Refit the nut on the tank sleeve. Otherwise, the neck will swell and it will be difficult to fit the nut later."
Still haven't gotten around to fixing it, I'll try to make a tool a bit like the Schley tool that fits around the ring fully, instead of just gripping it in two/three places to make sure the ring/nut goes on proper and won't ruin the threads on either neck nor ring/nut.
For now, I keep the fuel level lowish and I've made the floor access hatch air tight so no gas fumes gets into the car from there. It just annoys my inner purist to no end knowing I'm driving around with a broken fuel pump ring/nut.

Another trick is to use the Toilet Flange homemade tool. Info in forum.

My tank neck threads are currently swollen, as well. They actually appear to be out of round.
I can get the ring started, but like Ozark Lee mentioned [... way back in May 2017], it quickly starts to cross thread.
Lubricating hasn't helped much. The Schley tool looks like it could, since maybe I could apply pressure more evenly where the neck is warped.
Has anyone else dealt with this swelling issue, and solved it?

despite what Vadis may say, its the nut that shrinks.not the tank/ Original instructions are to disguard and buy new iff left off for several days. I would try soaking the nut in gas over night. or many just put it in a container with a little gas to fume it for several days. I know the nut expands because Ive checked a week later after a tight install and the nut was loose again.
Thank you, tardcart—I tried that, but still couldn't convince the nut to fit on the tank neck. I'll try to post a photo tomorrow of the tank threads being out of round.
Not sure if either of these points help, but the nut wasn't loose when it came off initially. It wasn't too hard to budge, but took some force. Also I briefly tried to put the old nut back on as soon as I took the pump out, but gave up after a few minutes because I couldn't seem to get it. I didn't take the time to examine it then, but maybe it was already messed up somehow.
At this point, about to see if my local Volvo specialist can help out.
But any additional ideas are welcome!
