Another possibility, If coolant was added when the engine was still hot, you may of cracked the head.

You mean water? They never add coolant.

Its coming out the tail pipe in liquid form

I added water at first then i put coolant once i got to the gas station and it ran out so i had to add water which cause the car to steam the windows up then i put more coolant but found out it was coming from the tail pipe

It does sound like you may have a failed head gasket or possibly a cracked cylinder head if water is coming out of the tail pipe.

If coolant is getting into the cylinders then it won't be able to turn the engine over as it will hydro lock.

There are some other possibilities, like failed engine oil cooler in the radiator if you have a turbo engine. If you are not able to check this out you may need the help of a trusted mechanic to figure out were the issue is and how much to fix and if it is worth it.
