The cables used for gear linkage have a guide sleeve so that the cable can be pushed as well as pulled. If something was wrong with the cable it could block travel so that it can't go to Park position. Take the cable loose on trans end and try it.

Had some trouble getting the cable end off of the selector arm on the transmission, but once I did it went all the way home to park.
The force required to pop it off was enough that I was afraid of breaking it, but it did finally come off.
Ordering the new cable and recommended lock ring now.
