Well what I've noticed is that my PedalE(the problem) no longer fluctuates. It sits at 7.8% reliably and steadily at resting position. I know this because I have an alarm setup in torque to go off if it drops below 7.8.
It used to fluctuate between 5.8% to 7.8%.

So if this is going to stay this way it was 1 of 2 things..

1) dirty connections on the cem

Or

2) tarnished fuse blades creating a connections.

I polished every fuse blade...

How do I mark this thread as solved. 8 days and no check engine light.

So it was either the tarnished fuse blades or dirty cem connections.

My PedalE on the torque app that used to fluctuate in the accelerator pedals resting position is absolutely stable at 7.8 when the accelerator is not being pressed(like when cruise control is on). What would happen before was it would be stable for a while and then start to fluctuate between 5.7 and 7.8 and then drop to 0 before the red triangle would come on.

After cleaning everything it doesn't fluctuate AT ALL unless you press the pedal.

I have circled the PedalE in the attached screenshot of the torque app.
