Mechanics do too. They just charge for both.
if you do find the part number of the PEM, please post it here and I will title it for search. You can open the PEM up and rinse it with contact cleaner - its crusty Al oxide that kills them, from the heat sink.
I had a no start, cleaned mine out, and ran it for three months. When SWMBO started stealing the car for long trips to NYC, I got a brand new one from FCP - $350 Cheap compared to the alternative.
