Enlightenment has burst upon me at 39,000 feet, aka FLIGHT LEVEL 390
The fuse box labels in the Owners manual are labelled Fuse 1-14
The corresponding fuses in VIDA are
11A/1 - 11A/9 (first 9)
11B/1- 11B/5 Fuses 11-14
Fuse 11/B 5 is thus Fuse 14 in the manual and supplies the purge valve 8/28 which lives on the radiator left side.
Try pulling the plug on the purge valve and I bet your fuse popping stops.
My 1999 diagram shows the AC relay comes off 11B/1 not the 11B/5 as indicated in your manual. This eagle eyed poster also notes the AC relay is listed twice, on two different fuses, so Im guessing the manual listing is inaccurate or incomplete.
