I made mine out of a flimsy white 4” pvc pipe coupling from the hardware store. The lock rings were tight, I had to drill a cross-hole [in the pvc coupling] to slip a bar (long screwdriver) through for leverage.
I already had the coupling, so build time was probably about 30 minutes.

Sorry for the long delay here, all. I ended up leaving my fuel pump alone for now as it seems to be working alright and is keeping AFRs where I want them with my current tune. That said, I did update the STL file for this thing based on the provided measurements and I attached it to this. If anyone does have a go, let me know how it works out or if it bends at the 1/2" drive hole as some people mentioned it might (I didn't realize those caps were on there so tight). I did beef it up in the middle a bit but I didn't go so far as to change the design to accept a breaker bar in a slot or something like that (as chrism suggested). If it nearly works, maybe I'll update it. If it's obviously not going to work even with an update, then I guess that's that and hey, interesting experiment.
My slicer shows about a 12 hour print time at 100% infill, 0.15mm layer height, or about 8hrs with 20% infill.

I made mine out of sturdy black pvc pipe from the hardware store. Drilled the cross holes for a length of broom handle. Works a treat!
Does it really take 12 hours to print a piece that size? That's interesting.

I replaced my fuel pump yesterday and used this tool to do it. Your design works. I field tested it for you. I printed in PETG 0.6mm nozzle at 0.32mm layers and 100% infill. Total print time was about 7 hours. 43 meters and 129g of Total material used at an estimated cost of $3.22 for this particular filament.
The Good: good fitment on the retaining ring splines.
I had not issue with the plastic flexing or deforming.
The 4 holes in the top became essential to hold the fuel pump in place while tightening. The pump likes to rotate out of position.
The Bad: This may be my printers fault but the 1/2 breaker bar hole was a bit too narrow and required some filing to make fit. After that it was a solid fit.
I did manage to break one "tooth" on the tool. I would advise doubling the wall thickness, which may require tapering the teeth to the center of your model.
I think we should add this to the 3d printing database.
