Thanks. There is no PEM on my vehicle. One of the reasons this is so hard to diagnose. Almost everything online mentions the PEM.

Would a fix be to power the fuel pump from a relay that engages at ignition position II? As it seems to run perfectly when the fuel pump is powered directly.
