I had a sick feeling that I knew where the washer had fallen. But with a magnetic wand and turning the turbine by hand, I felt nothing in there.
Smooth as silk. Still that washer was unaccounted for.
Another catastrophe barely avoided.

Compressed air into the cold air side?

Mild teaching voice….it’s really good practice to cover all holes with bags or stiff towels in them, even sideways facing ones, like intake manifold holes. It’s amazing how far an energetic washer or nut can jump and find a new home

I had just slipped the turbo on to the studs, and was in the process of putting on the first washer, when I decided that maybe a flange nut would be better. I didn't remove the turbo originally so I wasn't sure which was used. That's when I dropped the washer. I heard it hit metal and then waited to hear it hit the ground, but nope, so I knew there could be a problem. I checked the turbo as described but nothing. That's when I decided to hit it with some air. When I did that, it made that beautiful turbo sound, so I figured I'd record it. Got the phone, got ready, and gave it air the second time. It was only then that the washer came flying out. It was so quick that I wasn't even sure it had happened till I looked at the video.
The more I thought about it, the more I realized how lucky I was. I'll take it as a good omen from the Volvo Gods :)

Well thanks to bmdubya1198, I have a turbo to intercooler charge pipe on the way. That will be the final piece to this puzzle ( wishful thinking I know ).
I came up with a work around for the missing air box top. Found an old cone type filter, and using a 3" x 3" no-hub band ( plumbing parts again ) and a small piece of 3" pipe, I have a functioning air cleaner and MAF support. I'm not really a fan of these type of filters, but it will work for now.

Many a bad piece of plumbing has been fixed with a Fernco coupling

From your original picture the short pipe should fit to the transmission end of the intake manifold and the ejector orientated this way with the wider end towards the rear of the car.

The curved pipe from the side of the ejector should face downwards and loop towards the front of the car and attach to the intake tube to the throttle body.

The rear facing outlet pipe runs to the rear of the car. I did not have tome to trace it but it should run to the brake booster.

Even as late as 3/99 they still have the vacuum hose diagram wrong under hood…..

Well I think I have it all connected correctly, though I might have taken a different route. I'm guessing that as long as the path of air in the EVAP system goes from the purge valve to the tee, where it then splits off with two check valves; one to the intake and one to the PTV, then I think I should be ok. I did have to extend the main PCV tube hose where it also connects to the PTV. Just not enough room to connect it while also fitting the turbo tube on to the turbo. So it now just sweeps under and around before making connection.

Kind of looks like a mess, but once the car is finally running later this week, and if there are no issues, then I'll go in and shorten some hoses and dress things up.
