I didn't add the oil till just before I went to start it, so that maybe the waterfall effect of the oil draining down to the pan might help.
Cranked it a bit with the fuel relay pulled. Then installed the relay, and after some cranking ..Bingo !

The good - No check engine light.
Idles fine.
The bad - The headlights/taillights are always on no mater what I do with the switch. The drivers side headlight is out.
Water leak from the water pump area. I'm wondering if my not buying new bolts for it, and just resealing the old ones, is now coming back to bite me. But I'll have to pull the front wheel and take a look to see exactly where it's leaking. But no biggie.
I shut it down when I saw the leak, so a video will be posted when I get the leak sorted out. But all and all a success !

So thanks to all that helped in this endeavor Now to see how it actually drives.

Water pipe or one of the small hoses on the manifold. Not a biggie.

Look at the little slotted screw head on your light switch, you might have DRL turned on, which is a vast conspiracy to help the US government identify invading Canadians. Turn off with a quarter twist ccw. Covered in the US manual for 1999.

Great news on your update. Not much snagging considering what you started with! I reused original water pump bolts the last time I did one. I used thread sealer and had no issues with it. One issue that I did have was the Aisin water pump had a thinner casing that the previous pump requiring shorter bolts. As I had good used ones that were shorter I used those. I wrote about this in a thread.

Well it doesn't appear to be the water pump. It seems to be dripping from the front ( radiator side ) down along the block. The underside of the intake is dry as is the banjo bolt. So I removed the thermostat and filled the housing so I can see if it goes down overnight. If it does, then I figure it must be where the housing bolts to the head, since that's the only place on that side where there is water. It has a new gasket, but I can't remember if those three bolts require thread sealant, or if I used any on them. Top two are no problem to reach, but that bottom one looks like the intake has to be moved to access it. Biggest drag about that is having to deal with getting another intake gasket. I might just try reusing this one first if need be.

So after sitting overnight with the top half of the thermostat housing and the t-stat removed, the water level in the rest of the housing did not drop at all. No drips on the cardboard under the car.
So I'm figuring that the leak has to be at or above the t-stat housing to top seam, so it should be easy to find at this point. There was quite a bit of corrosion inside of the housing where t-stat seal sets, but I sanded it out as best I could. The neck was also corroded a bit.
Might be worth using a little sealant this time on reassembly.

Is that a good location for Ultra grey sealant? Is it good at coolant? Is there a paper gasket there?

We will see since that's exactly what I used . When I reinstalled the t-stat with its collar seal, I noticed that the seal MAYBE sat flush with the housing. Certainly not a touch proud of it as I would have expected. So a little gray pukie on both sides and I will fill and check again in the morning. I did get a just a little squeeze out when I tightened the top of the housing down, so I'm hopeful.
