Perhaps I should buy a fault code reader any recommendations?

laptop with 8 mb ram will allow you to load volvo factory diagnostics, then you just need an interface.

I just got home and started looking at the Volvo again. I try to start it it turned over for a couple seconds then stops. I did this repeatedly until it didn't even turn over. I have jumper cables on it and still will not start, nor turn over.. I did notice a buzzing sound under the hood and traced it to a relay, Engine System Relay MA3. MA1 is the same part, so I swapped them, and relay I put into MA3 spot continue to buzz. Hence the relay is not defective. I will have to find out where the inputs to is relay come from.

Thank you jonesg. I ordered that, let's see if it helps. I appreciate the assistance! I have noticed a few you tube videos talking about some of these code readers not working on Volvos and Audis, I did not see a disclaimer for this.

it works on mine ok.
read all codes,
You'll probably see a lot of legacy codes from long ago.
write them all down and then "clear all ".
Then restart and read any new codes.

You might have a flat battery by now.

But the car will not restart...or do you just mean restart the test. No...battery tests strong....I put it on a charger.

check the battery voltage at the power distribution terminals in the engine bay to eliminate the power cable.
Check battery terminals are not getting hot when key is held in start pos II.

try tapping the starter with a screwdriver handle a few times, some windings can get toasted.
.
Try checking for voltage at the small terminal on the starter when key is held in start position.
If you get good voltage there ?, then the big power cable , terminals or starter is the culprit.

If you have a jump starter, place it on the terminals in the engine bay and try.

If you get nothing on the small starter terminal then the ignition switch or immobilizer are possible source of trouble.

just some things to try.

Thank you. Got home a little bit ago...to dark in the driveway right now. Will check those things.....possible starter? Will the code reader point to immobilizer or ignition switch if they are the culprit? The only thing that I did tonight was put the key in with the battery jumpered by my truck....no turnover at all.
