if you have the dealership make 1 key and it works maybe you could have someone else clone the new key for a lot less.

Not a bad idea. So, I just called an indie in the area that reportedly has the Volvo licensing agreement. I was there once and the rates posted on the wall were virtually identical to the dealership, if I recall correctly. But it can't hurt to ask.
Did not reach anyone but left a message.

If the price is the same as you would pay for a dealer, why even bother? At least with dealer you would have a better support in case something would go bad, you might even get a loaner car for a several days.

Well, all is good with the world. Somewhat confusing scenario this morning. I drove to the dealer but before I did I verified again that neither fob would start the car nor would it work to operate the locks. When I arrived at the dealership one fob was working. What? The other (which a broke a tab on) had a battery which was not making proper contact. Can you say stupid? The rep tried to sell me a new fob saying the pins could never be bent back to make reliable connection again once it was assembled. I borrowed his screw driver bent the tabs and assembled it and voila both fobs were working.
What I theorized is that somehow my wife or I got the car confused and driving it reset it? Plausible or rambling thoughts of an idiot?
I had a state safety inspection/emissions check done while there. Total charge $59.

Never considered myself to be a luddite but I've got to say some of this car's next level electronics seems unnecessarily complicated. What is wrong with an oil dipstick? How can you argue that a sensor and screen interface is better?
The total for all of the owner's manuals for this vehicle is well over 1500 pages. The amount dedicated to service is less than 15 pages.
They don't want you touching the car, that is for sure.

I am happy to see magic numbers $59 and not $1000. At the same time I am quite happy with my initial suggestion to go to advance auto and test if the fobs are giving good signal(mostly it is used to see if the battery is still charged, or you should buy new).

I did call three advance auto stores, none had ever heard of such a tool. Very often the East is way, way behind the western part of our country in all areas of innovation. Not to start a war but I love almost everything about the WEST better , climate, culture, food, people.
But yea the issue was resolved, basically at no cost, hopefully never to return. I do wish I understood what happened to start the problem so that I could make sure to avoid doing it again.

Surprised about advance near you. In my neck of the woods every advance has stand to test how strong is the signal of your keyfob(right next to the variety of keyfob batteries) so while waiting to check out you can test your fob/battery and grab a new one at the same time. A lot of TPMS sensor tools like Autel TS508 offer the same function.
