The '99s and '00s are "networked cars" and require a "Remote Key Application" software download (p/n 9438431) $25.71 for the software, 1 hour labor. And yes, it takes about 45 minutes to actually do the procedure.

But, I guess on the upside, These Swedes are really touchy about anti-theft!
I've heard many people complain about what a pain it can be to get
remotes and keys replaced, especially on the later Volvos, but at the
end of the day, it's all about escalating security measures.

The thieves out there are just getting smarter, so they gotta do what they gotta do.
Personally, I think it's worth the extra hassle to prevent easy copies.

Just to add to the difference between 98's and 99-00's, when I
needed a second key with for my '98, I was able to get one cut
at a Portland dealer for $17.00 and about 10 minutes of my time.
(That was about 4 years ago on the pricing timeline)
They had a very friendly and helpful parts department.

Thanks for all the input, gentlemen! :)

Finally!!!
I found the correct remote on ebay, with all of the correct id #s on the back, then I began calling dealers. I got responses of anywhere from $140 to $255 to reprogram it. Every one of them told me that they needed to purchase the software to do the job, that is why it cost so much. I was about to give up, when I tried one last dealership (Power Volvo, in Torrance, Ca, for those of you who live in Southern Calif.) They told me they could do it for $45. Needless to say I shot down there. I was told that they just needed to look up the pin # for my vehicle, then the mechanic hooked up a handheld tool (sorry, don't know what it's called) to the OBDII plug, punched some #s in, and it was programmed! He then smiled, gave me the keys, and said "Have a great day, NO CHARGE!" I am a happy man! I just can't believe how those other dealerships can charge basically anything they want to do this simple procedure. I am recommending Power Volvo in Torrance to everyone. Thanks guys! :D

Make sure to put this in the dealer review in the "opinion" section of this forum (bottom of the page). Great service- and guaranteed to get you back there as well as possibly others.

From what I've learned over the past few years, remote programming should be cake for any 98-00.
You will need to gain an audience with a dealer...There's a PIN code and access to the car's system to consider.
Only they have the correct PIN and the magic box required. I am near positive that that should be all you need,
but as stated in a post above, the 99-00's ARE networked cars. I don't think that software is need for
adding remotes for them remotes, ( I know that '98's DON"T need software) but I've been wrong before.

Keys for 99-00's, on the other hand, get pretty expensive...

Heres one for everyone........... I have a 98 s-70 I bought a few months ago(with no key fob), Its been a beatiful car untill this morning. I unlock the door and the alarm goes nuts.... I need to know how too disable the alarm(immobilizer) and get it running???? I have a 95 850 with the fob so I have been woundering if I could put the reciever box in the S-70 and do the key reprogram and use that????? I live two hours from anywhere and dont want to have it towed or pay the volvo dealer as they are scammers here in Nova Scotia.

Usually locking & unlocking the door will reset the alarm.

The 98's already probably got a receiver box, but 850 remotes will not work with a 98 model.

the 98 does have a reciever. What I was woundering is if I swapped the reciever from the 850 too the S-70 and did the fob reprogram (as per the 850) with the key. would I be able to use the 850 key fob?
