If you live next to IPD, honestly I would just drive over to them and explain what you want your car to be like and they'll be able to recommend you what the best tried & true route would be. It's not completely uncommon that Lucky has an extra turbo from a project car or something lying around that he'll sell super cheap too!
YES 16t will keep you below 300whp. IIRC the highest I've heard is 282whp on the 16t which is just phenomenal. Average numbers would be in the 240whp range with a proper stage 0, and proper boost control devices & tune.
You don't have to do the exhaust, but once you open up the down pipe to a 3" it will make a world of difference. Once you replace the turbo with the 16t, the biggest restriction is really the down pipe. It's fairly cheap to get it done, if you have a '98 you probably can get one of the OBX down pipes (check it on eBay) they run like $400 for a full SS system.
I'd also recommend you check out IPDs CBV upgrade kit. Since you're going to replace the turbo and have it off you might as well replace the CBV with the upgraded spring for 14lbs boost - it'll help prevent boost fade.
With a '98 car I'd say try an EBC. A lot of people recommend MBC but if you're inexperienced IMHO avoid MBCs - it's a crude way of controlling boost IMHO.
Silicon vac/turbo lines can be had @ ipd, stylin motors, or anywhere on google. You want a 6mm line, about 6ft should be enough but I'd order 10ft because it's always nice to have extra vac line on hand for whatever reason.
I'd also get an angle-flange housing. I believe all '98 turbo cars had the straight turbo housing, which is ~2.5" outlet versus the angle flange housing which is 3". You can get one from the junkyard for like $25, or buy it on ebay for like $50.

okay guys I just wanted to say thanks for everything!
but I have Decided to Sell my XC. I love the Car! its in Perfect mechanical Condition and the body is flawless with the exception of a couple rock chips. but sadly I could use the extra cash and id love to find a V70 T5 with a 5speed!

I can't say I fault you -- you're looking for speed. An XC is starting so far from "the ideal" that the effort to make it fast soon becomes silly when you have loads of T5s and Turbos for sale cheap in every city.

Yeah i bought the XC because at the time it was too good of a deal to pass up. and living in Oregon its nice to have AWD for when the weather gets nasty. but i have been putting deep thought into it and I want a V70 to keep for a life time. and i keep up with maintenance. But like i said a T5 with a 5speed is something i would love to find just because Changing a clutch is a 500 dollar job vs a new transmission! but from what I have seen finding a T5 5speed with anything less than 160k is a hard one. i know that 160k on a pretty well maintained Volvo is nothing at all but its just the piece of mind that you get knowing the car and its history. like my XC was a Dealer Demo i picked it up with only 5k on it and no i have 122k. but I am Volvo For life.

manual boost controller and a cold air intake will make it feel much better or at least it does in an 850
'97 850 GLT- mbc, custom rip, custom cold/ram air intake, OBX turbo back performance exhaust.
