By putting small amount of pb blaster in cylinder#2 and it drain down within 5 minutes

I have never tried it but have seen posts from people I trust that Marvel Mystery Oil can work. Warm engine, put a bunch in each cylinder, let it sit like 24-48 hours. Crank it without the plugs to remove any that didn't drain down, then start it up and go for a long enough drive to get the engine hot.

with a hand vacuum pump, my reading 10-8 inHg when the engine warm; from my previous post would the exhaust timing mark not line up would cause?

The exhaust cam looked off by less than a tooth. Does it still look that way?

What year did this engine come from, it wasn't a 93 or early 94 was it? Is this an automatic?

according to the VIN; from a 95 volvo 850, automatic; and the exhaust cam still the same

I am not following the information in this post, or exactly what the question is really. Apologies. However, I can say that the exhaust cam off by half a tooth will not screw up compression in one of the cylinders. It could slightly affect cam overlap and overall performance, but not compression in one cylinder.

Off by half a tooth is strange if the new timing belt is the correct length. If you really want to just be sure about the timing, put the crank on the mark and check the slots in the back of the cams. If they are not perfectly parallel with the head, then loosen the cam sprockets and make them so. Then, those marks on the cam sprockets don't matter, you can be certain the engine is in time. You don't have to remove the timing belt for this procedure, but you do have to pull off the distributor cap and the cam position sensor on the rears of the camshafts.
