Yes, those should be pointed toward the back of the car - the thinking being that if the nut comes off, the bolt will stay in and you can limp the car to a stop. However, in 30 years of DIY wrenching vehicles, I've never once seen where a nut came off of one of those bolts. Hopefully I never will.

In New England, after one year on the road, those nuts and bolts are never going to loosen.

I bet within a few winters in service and several layers of rust, any means of positive retention would be unnecessary.
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.
Disclaimer: We (very) seldom do that

One winter, max!

Well, on reflection, having the bolts forward facing is faster...everyone knows Usain Bolt is the fastest human, ergo Bolts First....
