Erik, thanks for reply: yes, with wheel off, it still rubs. I can spin the rotor, and it approaches a specific spot where the pads catch and slow down. Takes a bit of muscle to pull it through that "tight" section. The pads and rotors are new. I will take off the e-brake pads next and see if that solves the problem.
It seems to get worse when I approach a stop, and then get going: The rubbing continues for a while and then as I speed up it goes away.

Wait, so maybe it is just the new pads? It is easier to pull the pads, do that first.

So i guess the rotor drums are like the old brake drum and shoes, since it's really the same thing there, where the shoe would catch on the drum if there was even a small ridge near the edge of the drum due to wear. With my first drum type brake job i wondered what could be holding that drum on. I found out it was that ridge and the tiny clearance between the drum inside surface and brake shoe.
I checked the rotor surface a little, by looking through the holes in the wheel. I see a shiny surface, with some grooving. So the surface itself does not appear to be rusty, just the outer edges and the outside of the drum is rusty. Maybe that rust is causing something else to stick so it doesnt retreat as far as it should?
I thought maybe the rumbling was because of the ABS system detecting a partially locked brake, but the brake pedal itself does not move at all or pulsate or anything like that.

Right, every rotor on these cars has a rusty "hat" surface, unless it was painted for cosmetic purposes. The remark from the shop that the problem is rust on the rotor is a strange one. If they meant the caliper is rusty and sticking, that would make some sense. Perhaps the caliper does not separate properly from the rotor.

I had a feeling it was something like that, where the outside of the drum does not matter that much, when i saw that shiny surface.
Another thing i found on the web now was there is what they are calling a "service kit" that contains four things that look like shims but i cant be sure what the heck they are. I am going to try to upload a picture.
This service kit is supposed to be a "service solution" that eliminates rear axle vibration when braking. I dont know if this is the same thing my car is experiencing or not though.
Not even sure where they get mounted.

You need to look at both sides if the rotor to make sure the caliper isn't sticking. Those shims are to stop pad rattle and squeaks, not rumbles.
Have you had your rotors/drums off yet? They are probably all full of crud and brake lining.

No i havent had them off yet, at least to inspect myself. I intended to try that next. I was trying to read up on this and ask about it more before attempting, and now the only gray area is those 'pins' that the book says to force out with a 3mm drift punch. Any ideas what that is all about?

Al -- The pins hold the rear brake pads in place one end of the pin is slightly mushroomed, the other is tapered. Make sure you drive them out from the correct direction, i.e., by applying force to the tapered end so the mushroomed end backs out.
The whole emergency brake arrangement is a ginormous PITA to deal with on the rear brakes. The clips that hold the Ebrake shoes in place tend to bend easily which permits the brake shoes to drift away from the drums and cause a scraping sound -- especially at low speeds. This may be what you are experiencing.

Ok i'll check for that too.
I read a little more now, and i see that to get the caliper off you take the two bolts in the caliper out from the back. Does that sound right? And i guess the pins come out first?
Also, how can i tell if a PM i sent went through to the member it was intended for?
