The manual for '07 XC70s in North America clearly states: "Models identified by engine VIN code 39 sold in California, Massachusetts, Vermont, New York and Maine are classified as PZEV vehicles. The timing belt and tensioner replacement intervals for these vehicles only is 15 years or 150,000 Miles. Maximum replacement time interval for all engines except engine VIN code 39 is 10 years."

- I'd ignore the owners manual for now since some of that were politically motivated (emissions rule etc.).

- Just do a quick google search using key words "volvo timing belt broke miles", you will quickly find out roughly when the TB goes out.

A google search like that will return information about the rare broken t-belts that got posted about, but otherwise very little about the actual landscape of timing belt longevity.

I took a stab at this from data here in P80s and got a rough MTBF of 150k miles. I’m guessing P2s are even better

They seem to fail on miles more than time, there were lots of belts way over time at low miles. Unless you life in a high ozone place, this makes total sense

The belt and hardware used on the PZEV versions Is identical to the others; it is hard to imagine Volvo would swallow a warranty engine or cylinder head just to comply with the requirement of PZEV (150k/15 years); I’m sure they had data saying failure risk was less than 1%

To be fair, I am risk taker. I drove my P80 belt to 140k and 14 years, mechanical tensioner

For me, I generally follow the 'lets get other jobs done while it's apart' rule simply because I don't want to have to take it all apart again just to change something I was looking at 3 months ago! And that rule stands for all three Volvo's, plus the Smart fortwo and the couple of Vauxhall Frontera's sat out in the yard here.

So, when doing the Cam Belt on my XC70 TD 5 Se Lux, which is currently at a mere 265k so just about run in now (this one goes to the Swindon Volvo dealer for a cam belt btw)

Cam Belt Change is between 90 to 100k (miles) as per OEM Recommendations (doing anything between 15 to 22k/year I've not managed to make the 10year interval between belts yet lol).
I ALWAYS change the water pump, as a component the OEM one is not that expensive (even for Volvo!) and when considering you would have to remove the Cam Belt to change it anyway (never put a used cam belt back on) it kind of makes sense.
The Cam Belt Tensioner and the 'Roller' also get changed.
The Auxiliary Belt along with the Belt Tensioner also get changed as that is a known point of failure on these cars that also has an annoying habit of taking out the Cam Belt as well when it lets go (so CHANGE it).
Bearing on the AC Unit gets a good check, not had to replace yet. But I will do so on the next change in about 25k miles time.
Oil Pump, if I remember correctly 'VIDA' calls for the Oil Pump to be inspected as part of the Cam Belt change.
Crankshaft Oil Seal, always replaced.
