The exhaust manifold leak is causing the slow OXS code, P0133. Replacing the OXS won’t solve it ( but I’ll have a spare there, too)

The small evap leak is preventing your evap readiness, which is holding up inspection.

I do have a place up here that will pass a Volvo on inspection with no CEL and non-readiness

In my state if the readiness won't come on you can go to the DMV, they look it over and issue a pass. No $$ cost.

I think the easy answer is finding a shop that will just pass anyone with no CEL or codes regardless of readiness.

This really just proves how problematic OBD emissions checks are. They don't really tell you anything unless an "important" emission system has failed. Usually they just say not ready, resulting in the owner being pressured by the shop to spend hundreds or thousands of $$$ to "fix" your car so it will pass inspection. The only emissions test that should matter is what comes out of the tailpipe under normal driving conditions.

I still firmly believe yearly inspections are just a scam to make the state and mechanics more money.

No one is getting rich off $14-21 inspections here.

The evap system is arguably the most important as a car that is sitting pollutes more than a running car if it pumps off gas fumes.

OBD was the lifesaver for this as all the misfire stuff is good enough that if the car isn’t triggering OBD codes,it is running clean.

I would be afraid to see what tires and brakes people would run in uninspected states. People will pay their cable bill before replacing tires with no tread

Cost $30 in 22 counties of NC regardless of shop. OBDII for readiness and the other is safety.

Example of nys brake inspection checklist

Brake pedal reserve - brake pedal must have 1/3 reserve
Brake pedal fade - brake must hold for one minute without fading
Power brake unit - check for proper operation
Brake master cylinder - check for leakage and proper fluid level
Disc brake pads - check condition
Drum brake linings - thickness of linings must be at least 1/16 inch on bonded linings or at least 1/32 inch over rivet head on riveted linings, with no loose or missing rivets or lining
Brake drums and/or rotors - check condition
Wheel cylinders and/or calipers - check for leakage
All brake lines and hoses - check for leaks, cracks, chafing, restrictions, and improper support
Parking brake - check for components and function
Brake equalization - test vehicle for a straight stop without significant wheel pull

Back when Oklahoma had inspections (10-20 years ago), they charged $5. Typically they looked at your tires in a quick walk around. Brakes were good if you did not drive through the rear of the shop. Honk your horn, give them the money and you were out of there.
Now, I see some terrible tires on the road - bald and some hairy with cords showing. No emissions test here either.
It's the wild west.

Back in the 70s Kansas shops pushed for safety inspections. The State gave in to the political pressure but set the price of the inspection in the legislation. Safety Inspections were repealed a few years later when the shops complained they could not make "enough" at the set price.

That is the last we heard on that subject.

I've lived and owned cars in states with a wide range of smog and safety requirements (CA, NY, and the midwest). My two cents:

$0.01 - the idea of shops or "the government" or anyone else getting rich off of inspections is silly, it doesn't happen and is definitely not why the requirements get put in place. At the same time if the repair shop does the inspection then of course it's fair the shop makes something off it.

$0.02 - inspections definitely make the driving experience safer, by improving the operability of cars on the road.

Safety inspections are a no-brainer, every state should have them.
