let's upload your .bin, so we'll show you an example. You don't have to decode VIN. you read it with any HEX editor. The same goes for the PIN, if you already have a dump

Z, if you asked me. I'm not sure what he means by "decode VIN". 
he says he has a read dump, if so, then it is enough to load .bin in the hex editor and the VIN is at the address as you told him.
the bits have probably been swaped, so it looks cluttered, "coded"
