"J-B Weld ExhaustWeld" did the trick in the short term. After wrapping the flex pipe (photo) the car managed to pass inspection although still a little loud, and get an alignment so it's actually drivable - after 1.5 years in my driveway. I'm amazed nothing else failed (although it needs new rear struts). Also needs a real exhaust solution during warmer weather. This may be my motivation to weld - just for fun, of course. Replacing the entire cat converter can be expensive if you believe the warnings that after market replacements ($300-400) aren't so good, with a "genuine Volvo" part > $1,000.
