Electrical Issue 2006 V70

Any resolution on this issue? I have developed what seems like the same problem with the 23 Fuse (2001 V70). Car starts, but headlight switch and climate controls won't come on - also, I think the power to the solenoid is preventing me shifting into drive until all the components initialize.
